Message moderation requires incoming messages to be reviewed by one or more moderators before delivery. Moderators can apply or reject incoming messages.
In this scenario, I have a distribution group which needs to be had a Moderator.
Open Microsoft Exchange Server management Console and go to
Microsoft Exchange On-Premises>
and choose your distribution group that you want customize and right click on it and open properties and click Mail Flow Setting
Choose Message Moderations
Enable “Messages sent to this group have to be approved by a moderator” check box
You can add a user or users who will be moderator for this distribution group.
You can also add a user or user who don’t require message approval
Besides, Notification area is the most important part of this feature because do you want to notify them when their messages aren’t approved?
